Rachel brings more than 12 years’ experience providing strategic leadership, management, and technical inputs to complex donor funded projects across the stabilisation, security and justice sector.

Following initial engagement with livelihoods and protection programming in Kenya in 2012, Rachel has assumed a variety of roles on programmes across Sub-Saharan Africa, Middle East, North Africa, and the Western Balkans. For example, in Somaliland and Jordan, Rachel has led teams of over 30 international and local consultants to deliver successful outcomes for the UK and other governments focused on police, military and judicial system capacity building and accountability; greater effectiveness and inclusivity of security sector-community dialogue; enhanced access to justice; and enhanced gender equality. In Libya, Lebanon, Nigeria, Tunisia, and Iraq, Rachel has provided rule of law, security sector reform, and counter-terrorism technical expertise through short-term deployments which support robust and impactful project design and delivery. In Iraq, Kosovo, Lebanon and Jordan, Rachel has provided strategic project and portfolio reviews for donors such as the Danish Dutch, EU and UK government to enhance outcomes in line with portfolio priorities. These experiences allow her to draw on a combination of technical, management, and strategic capabilities to foster strong relationships with a range of stakeholders and drive high-quality results.

Rachel holds a BA in Jurisprudence from the University of Oxford, and an MA in Conflict, Security, and Development from King’s College London.
