Dougie Hay

Senior Associate
Dougie is a former senior military officer and diplomat, with a 35-year international military background focused on counterterrorism, capacity building, conflict prevention, leadership and institutional development, strategic and operational planning, and training.

As an international consultant Dougie has significant experience working in the Middle East, Europe, Asia and East Africa with strategic leadership, intelligence, security, and capability development programmes in both the government and commercial sectors.

Dougie previously filled numerous defence roles both overseas and within the UK.  He has extensive combat operational experience as well as significant experience of the delivery of security sector reform (SSR) and count terrorism programmes including innovative capability developments in countries including Iraq, Afghanistan, Kuwait, Northern Ireland, Somalia, Libya and Tunisia.  As a senior Defence Attaché to both UK Embassies in Tunis serving Libya and Tunisia, he was at the centre of UK political/military, SSR and wider capacity building efforts in both countries in the wake of international terrorist incidents across the region.

Dougie holds an MA War Studies and Strategy, Kings College London and an MA in International Defence and Security Studies, Cranfield University.
